In October 2021, the U.S. Environmental Protection Agency (EPA) proposed a rule to further extend the compliance date for articles containing isopropylated triphenyl phosphate (PIP (3:1) ) and for articles containing PIP (3:1) The compliance date for record-keeping by manufacturers, processors and distributors of 2024 has been extended to October 31, 2024, thus providing more buffer time for relevant manufacturers.
Meanwhile, the EPA will accept public comments within 60 days of the proposed rule being published.
Products covered by the EPA's proposed rules include numerous consumer and commercial goods, such as mobile phones, laptop computers, and other electrical and electronic equipment, as well as products used in transportation, construction, agriculture, forestry, mining, transportation, construction, agriculture, forestry, Industrial and commercial equipment in various sectors including mining, life sciences and semiconductor production.
What is PIP (3:1)?
PIP (3:1) is one of the five PBT substances in the final rule previously issued by the EPA under the Toxic Substances Control Act (TSCA). PBT is an acronym for Persistent, Bioaccumulative and Toxic. Substances with these properties can cause harm to human health and the environment, so TSCA Section 6(h) The control requirements for PBT substances are clarified to reduce the harm of such substances. The 5 PBT substances are as follows:
5 PBT substances | |||
substance name | CAS number | Limit | common use |
2,4,6-Tri-tert-butylphenol ( 2,4,6-TTBP ) | 732-26-3 | 0.30% | Antioxidants in fuel additives and injector cleaners, and additives in motor oils and lubricants. |
Decabromodiphenyl ether (DecaBDE) | 1163-19-5 | Prohibited to contain | Flame retardant, used in imported products such as wire and cable rubber sleeves, textiles, electronic equipment casings, construction and building materials, and aerospace and auto parts. |
Hexachlorobutadiene (HCBD) | 87-68-3 | Prohibited to contain | Rubber manufacturing and solvents in hydraulic, heat transfer or transformer fluids. |
Pentachlorothiophenol (PCTP) | 133-49-3 | 1% | Used in the rubber industry. |
Isopropylated triphenyl phosphate PIP (3:1) | 68937-41-7 | Prohibited to contain | Flame retardant in plastics, used as functional fluids in aircraft and industrial machinery. |
"The
laboratory hereby reminds relevant enterprises to investigate the contents of five PBT hazardous substances in their own products in a timely manner to ensure that the products meet the requirements of the final rule. The laboratory chemistry laboratory can provide PBT5 tests, and welcome to consult.
