Joining BQB early can minimize the time and expense of product development.

The Bluetooth Product Certification Policy, documented in the PRD, is developed by the Bluetooth Certification Evaluation Board (BQRB), which is elected by representatives from the sponsoring companies of the nine Bluetooth SIGs. The certification process is the responsibility of the Bluetooth Certification Administrator (BQA) representing the interests of the BQRB.
The BQRB recognizes individual Bluetooth Qualification Bodies (BQBs), empowering them to certify and list products. The BQRB also recognizes qualified Bluetooth Qualification Test Devices (BQTFs) as effectively performing and reporting Class A test results (see Qualification Process Description for more details). The BQRB also recognizes Bluetooth technology assessors, who assess and recommend BQTF candidates.

The Bluetooth Qualification Group (BQB) is a group authorized by the BQRB to provide services to members who need to obtain Bluetooth product certification. Members receive certification services directly through BQB. The BQB is responsible for checking claims and documentation of non-compliance, evaluating product test reports, and listing products in the official database of Bluetooth licensed products. The BQB must be a member of the Bluetooth SIG or an employee of the Bluetooth SIG. BQB is an independent entity and does not need to be affiliated with testing institutions and manufacturers.

The Bluetooth Certification Test Facility (BQTF) is officially recognized by the BQRB and can complete the "Class A" Bluetooth certification conformance test identification in the Test Instance Reference List (TCRL). The authoritative description of the role of the BQTF is in Section 4.3.3 of the Bluetooth Authentication Procedure Reference Document (PRD). Members can directly use BQTF for testing services. Usually, BQTF can also provide additional Bluetooth testing services.
