The requirements on physical and mechanical properties in the ASTM F963 standard mainly involve: impact test, drop test, tensile test of component removal, compression test, flexural test, etc.

The toy flammability test procedure is in accordance with the requirements of 16CFR 1500.44, and the toy is burned horizontally, and it is stipulated that the self-burning speed along the main axis of the toy should be 2.5mm/s lower after the toy catches fire.

The test of heavy metal content in the chemical test of ASTM F963-07 is different from EN71-3. It does not need to do a lot of material tests, only the surface coating test. If a toy has no surface coating, it is not necessary to do the 8 major elements test; if there is a surface coating, do two tests: one is to do the eight heavy metal elements (antimony, arsenic, barium, cadmium, chromium, Lead, mercury, selenium) test, one is the total lead test.

ASTM F963-17

Published by ASTM December 2011

Passed unanimously by the Consumer Product Safety Commission in March 2012

The rule became mandatory in June 2012

It was updated to ASTM F963-17 at the end of 2017 and is still in use today.

1. Does the fabric do not contain the requirements of heavy metals in the base material?

-During this time, they are only exempt from total and soluble lead; they are subject to soluble testing.

Seven elements other than lead are listed. Scrapeable fabric plates are tested for total lead and eight elements

Solubility requirements, however if I perform a total screen test for heavy elements on a metal fraction, total cadmium is less than soluble

The limit (75ppm), do I still need to perform a special 24 hour? Cadmium extraction test?

--- No, this item can be considered compatible with additional heavy element tests

2. I know that paint is not considered a barrier to the substrate general leadership requirement; is it a barrier?

About the testing seven elements of ASTM F963 substrates?

--- No, paint is not considered an accessible barrier. Any of the eight listed heavy metals are present in the underlying substrate.

3. If I have a test report showing compliance. EN71-3, does this mean I am also compliant with ASTM F963?

---not quite. The requirements for heavy elements in ASTM F963-11 are basically the same as the current version of EN71-3, except for ASTM F963.

Requires additional total lead testing and a 24-hour extraction test for special cadmium metal small parts. If you have a report showing compliance with ASTM F963-17, the product is also compliant in general, with EN71-3 as the heavy element, unless it contains paper.

Usually, products that only pass the ASTM F963-17 test cannot meet Amazon's requirements (generally only suitable for export customs clearance, provided to importer customers)

Amazon adds an extra metric for toys: CPC-CPSIA

Regulation: US Consumer Product Safety Improvement Act of 2008 (CPSIA) with amendment

(H.R.2715)&(16 CFR Part 1307)

it tells

1. Requirements of CPSIA (CPSC-CH-E1003-09.1/CPSC-CH-E1001-08.3): Determination of lead content in products and lead content in coatings.

2. CPSC-CH-C1001-09.4--Ortho-benzene 8P test

After passing the above two tests, the laboratory can issue the CPC certificate normally

So, if your product needs to be listed on Amazon US, you need a total of: ASTM F963+CPSIA+CPC (two reports, one certificate)
